Message From the Chairman
Dear friends and delegates!
I and on behalf of Nepal Air Traffic Controllers
Association (NATCA), would like to
sincerely welcome you to the 51st Annual
Conference of International Federation of Air
Traffic Controllers Association (IFATCA) and
Technical Exhibition 2012 in Kathmandu.
Nepal, often called Naturally Nepal, is a
unique destination in the world where you can
taste the exotic blend of diverse natural
habitats, religions and cultural heritages in
the form of unity in diversity. It is a
breathtakingly beautiful tourist wonderland of
the world. The majestic snow-capped Himalayan
range, mighty rivers, variety of flora and
fauna, and adventure are some of the unique
features of this small Himalayan country. If you
find some time aside from scheduled conference
business, it could be an opportunity for all of
you to enjoy with the unique natural and
cultural bliss of this country.
This world conference is going to be attended by
the members from 140 IFATCA Member Associations
around the world and guest representatives from
ICAO, FAA, IFALPA, IATA, CANSO, ITF, etc.
Besides the formal sessions of conference, an
exhibition on recent development in aviation
will also be an additional attraction of the
conference. The five-day-long conference will
revolve around discussions on a number of
working papers concerning administrative,
technical and\or professional matters of the
federation including current issues such as
shortage of human resource in ATC, need of
expertise and knowledge, implementation of
Safety Management System (SMS), English Language
Proficiency(ELP), transition from present to
future systems and most importantly, safety of
flight operation and air traffic control in a
intensive manner.
It is evident that ATS Providers/Organizations
should be self-sustainable and efficient in
their services to cope with the challenges posed
by increasing demand of air travel along with
the adoption of a more customer-driven service
and system without compromising the given
international standards as well as keeping
regional balance and harmony intact. However, it
seems to be more challenging for many member
countries to implement aviation standards set by
ICAO due to disparity in resources availability.
Regarding the conference, the event will
basically offer,

an enriching opportunity for the
participants to gain rare knowledge and
exposure to Nepals aviation environment
posed by operational, topographical and
technological constraints. Nepal stands
out as a unique country in the world
that requires grave attention from a
diverse circle of aviation pioneers and
developers |

issues to formulate common policies and
to open a common sphere where we could
cooperate with each other to address our
common concerns. |
Considering the above matters, the theme of this
51st IFATCA Conference has been set as One
Voice One Capability One Sky.
Once again, I would like to invite you all --
ATC friends from member associations, honorable
IFATCA guests, corporate members, exhibitors,
observers and accompanying delegates -- to
attend this conference. I hope, you will take up
this opportunity not only to benefit from the
valuable conference program but also to enjoy
this exotic and enchanting Himalayan country.
The Organizing Committee is sincerely dedicated
to making this long awaited event a success by
meeting all your expectations. I am confident
this 51st Annual Conference 2012 will be
